what is the reason for the Autopopulate 'Assigned to' on the New Incident form to open for a user the source of the behavior?

But unable to get it while I'm impersonating the user.

Please help me out here.

@SukanyaP Please check if there is any onLoad client script running on the incident form which is populating the assigned_to field on the new incident.
