How to edit Report an Issue template in ServiceNow portal to add more Services

Can you add more context please , as from where are you geeting this page and which poratl is this?

The "Report an issue " form or template helps users to create incidents at the front end. While they create incidents users need to Select a category and Subcategory. My requirement is to add more values to the category and subcategory fields. Question is how to add more values to the drop down
