need to know the condition for compairing the change report

need to know the condition for comparing the change report for Actual Start time, planned start time vs Actual end time, planned end time.

Suggestion would be appreciated.

It depends on what exactly you want to achieve. 

Actual start time always greater than Plan Start

and 

Actual end always less than Plan end.

If you provide more details , will able to help you.

Thanks for your response.
Below are the more details which I need to achieve.

Please overdue Change report, all CR which are closed outside Planned schedule i.e. Actual start time if before Planned Start and Actual End time if after Planned End time, those CR should reflect in report.
