New User Login Failure: "User name or password invalid" despite correct credentials

Hi Everyone,
I am encountering an authentication issue with a newly created local user account on my instance. I am hoping the community can help me identify if I have missed a configuration step.
Scenario:
Logged in as System Administrator.
Created a new user record in the sys_user table.
Set a manual password for the user and ensured the Active checkbox is checked and Locked out is unchecked.
Logged out of the Admin account.
Attempted to log in with the new User ID and the password I just set.
The Issue: The system returns the error message: "User name or password invalid."
Troubleshooting already performed:
Verified that the User ID matches exactly (case sensitivity checked).
Confirmed the user has the admin role.
Tried resetting the password again from the Admin account.

Checked that "Password needs reset" is not causing a conflict at the initial login screen.

No mate, that’s not the right way.
Go to the Developer site and then reset your password from there.
