I am working on a scoped application. I want to create a UI policy on a global table(for example - Incident). am not getting any option for selecting table.
How can I add global table in my custom application?

yes it's possible to create client script, business rules, UI actions on table outside your current scope
but not allowed for UI policy when "Allow Configuration" is checked.
It's OOTB platform behavior and you cannot do anything here.

It is not possible to create configuration for tables out of your scope, if needed you can switch your Application Scope to Global and create it.
