approver list in timecards

Hi team,
In the time sheet policy, the project approver is set to project manager. However, in my case, the Approver list is not populating in timecard for the tsp1 project, even though the user has both the pps_resource and timecard_user roles. I have verified that the Set Approver list business rule is not customized. Could you please help me understand why the approver list is not populating when the user submit the time card?

It’s likely because the Project Manager field on that project (or task) is blank or the assigned manager lacks the timecard_approver role (or the timesheet policy isn’t routing correctly), so the user looking at the timesheet sees no approver candidate , check that the project has a valid PM, that the PM is enabled for approval, and that no ACL or custom rule is interfering.....
