Best way to flag Proof of Concept (POC) type demands and require Implementation Lessons Learned

We have an enhancement request from our Governance Team to flag demands that are submitted that are Proof of Concept type demands so an email can be triggered to requestor reminding them to submit their POC Implementation Analysis to the Governance Team.  They have provided specific requirements on how they would like the new feature to work as listed below, however, I'm open to any and all suggestions.  I'm looking to see if anyone has implemented something similar or if anyone has any thoughts on best way to implement:

  1. The system displays a POC checkbox after demand is approved but before demand is completed. 
  2. When the POC checkbox is set to True the system displays two new fields for POC Planned Start and POC Planned End Date to be entered. Note: Demand already has Expected Start Date.  My concern with this requirements is that planned/expected start and end dates usually never coincide with actual start and end dates.  So this requirement could end up triggering the email to be sent prematurely.
  3. On the planned end date the system triggers an email to be sent to the requestor as a reminder to submit the POC benefits analysis within 7-10 days.  Again if the actual start and end dates are different the email could be triggered prematurely.
  4. This feature to be independent from processing the Complete status of a demand.

Our Governance team also wants to be able to track demands submitted for application modernization.

I'm sort of thinking that adding a subcategory to track whether a demand is a POC or App Modernization type demand.

We created a field/drop-down called Project Type and have the options of Implementation, POC, Investigation.  The different options drive different functionality/requirements in documentation and process.  This field sits on the Idea, Demand, and Project records and has been very helpful for our organization.
