Cant add New issue direct to Portfolio via Issue related list

hello

I see that you cant add an issue without it having a top task 

steps

navigate to and active Portfolio

Click New under the Issues related list/tab

fill out form

I get the attached error

I assume the error you are getting is "Parent should not be empty".  This is functioning by design so that Issues are associated with a Project within a Portfolio.  If you're sure you want to get around this best practice for some reason, then simply inactivate the Business Rule named "Parent field not empty" that is on the Issue table.
