Expense lines not finding the correct cost plan for time cards

Recently I have noticed that our expense lines for time cards are not finding the appropriate cost plans.  They are instead creating system generated cost plans, which is causing confusion with our project managers.  Does anyone know what I need to check to get this to stop?  The appropriate resource plan is there, and the cost plan for the user who is recording time.  When they record time to the task they are assigned to, it then created the system generated cost plan.

There is a resource plan in place and a cost plan is already created for the user.  For some reason, the system is not applying the actual cost to the cost plan that is already there, but rather creating a new cost plan.  In the past, this behavior was not happening.  Perhaps a HI ticket is in order.

One thing I just discovered causing expense lines to not match to the proper cost plan.  There were projects and project tasks imported directly into the system and they did not have sub_tree_root and project (a few fields like this) populated.  The expense processing will use this to find the link from the task to the project.  You could think it would use the parent or top task fields but it does not.
