Goal Framework and Targets

We have enterprise goals that have targets that are stated as a target, below threshold,  threshold and max. Is there a way to enter all those numbers on each target entry?  Would that be a lot of customization?

I have a similar need for threshold-based targets at various levels of the organization. Will this type of target be added to out-of-the-box target options in a future release?
