We are not currently shipping New UI action in Template Task table

So that is the reason why you are not able to add a task into a template.

Our use-cases envisaged that users always created templates from projects and we haven't heard requirement for adding task to template.

But we hear your point, for now work-around is go to navigator and do project_template_task.do that will open the task template form. Fill in the details, set link field as Parent, choose the template which this task is associated to.

you need to open project template task form directly in instance

There are two ways of doing it

1. in browser give URL https://<yourinstance.servicenow.com>/project_template_task.do

or

2. In navigator search type project_template_task.do which will open the template task form
