How do I prevent project state from updating to Closed Complete when tasks are 100%?

The current OOTB setup has it so that once all project tasks are complete then the percent complete field on the project table updates to 100 and the state updates to 'Closed Complete'

 

I would like to stop the state updating and instead keep it as Work in Progress until the user has decided they wish to close out the project. 

 

I was having difficulty finding the script or policy which is causing the state field to automatically update. 

 

Could someone point me in the right direction?

This is a non-technical idea - but if you are using project task templates, you could add a final project task to your template with a short description of 'close project' and direct project managers to close that task only when all project activity is completed and the project is ready to be closed.

This is the correct way. Make the task a milestone and add instructions on the details the PM needs to go through before confirming project closure.

If you're not using templates at all, consider having at least a template with project start and end milestones. This allows the PM to manage 0..n tasks while easily adjusting the project's timeline with start and end milestones only.
