How does the the Approval field in the Project Change Request work?

I am trying to understand how the Approval field in the Project Change request works. The field in grayed out and just says not yet requested.

I agree this is a good question in that the documentation on PCR is rather thin (ah, submit a PCR) ... what is it that ServiceNow assumes about the lifecycle of a PCR and how do the stakeholders of a project interact with the PCR?
- notifications
- due dates
- contribution of impacts in an orderly fashion (for each stakeholder, identify the cost, resource, schedule, scope impacts)
- summarizing all the impacts from all the stakeholders contributions
there must be more details than the one documentation entry (I hope).

This is still an issue (lack of documentation around Project Change Request Process). Does anyone know how this is supposed to work? Because the documentation around this process is limited we cannot figure out how this is actually supposed to work and be beneficial.

I was hoping Project Change Requests were Change Requests that furthered the completion of the project. After playing with it, it feels like it is intended to track changes to the project itself (changing scope/teams involved/etc).
Is this what everyone is expecting from this feature?
