Is ServiceNow SAM Professional required to utilize (APM & TPM)?

All,
Forgive me if this is a repetitive question to this group. Since, I have heard varying answers to this question, and seen seemingly contradictory documentation, I am asking you. Is SAM Pro required to utilize APM & TPM? This message received when updating a personal instance states that it is required -

In order to leverage TPM you need either HAM Pro or SAM Pro as that is what gives you the lifecycle information that is needed. In theory you could enter the info manually but that's not recommended and with HAM/SAM Pro that information comes directly from the manufacturers. TPM is just one part of APM so you could do everything else without HAM/SAM Pro.

Officially yes, as SAM and HAM content provide the hardware and software lifecycles from the vendor which directly interact with TPM. You'll also require ITOM discovery to locate the installed software on your infrastructure, map to discovery and hardware/software models etc.
I have had some customers with APM use a 3rd party provider for software discovery and lifecycles and have made it work, as you just require the data in the correct tables. However, as a time to value and long term maintenance proposition, it was a long, hard exercise to get it right.
