List visibility in the Strategic Planning Workspace

Any thoughts on why some users wouldn't be able to see a new list added to the SPW (in this case a list of approvals).  The users can see the data (approvals) if they go directly to the table in the native UI, they just don't see the new list. I don't see any access settings on the UX List config form.
