Percent complete field on project form of an Agile type project

We have Agile and Waterfall projects. The Agile projects have Epic, Feature and Stories, scrum tasks. There are users working on these Stories and also booking time to it but still the percent complete field on Project form remains as 0 percent. I found some community posts that the percent complete field populates based on "Percent complete" field on child Project tasks using a formula. If that is true, I have 2 questions:

1. What happens if the project type is Agile and it doesn't have Child Project Tasks to it, how the percent complete field will get populated?

2. The "Percent complete" field on child Project task, how does that get populated? I it some formula or it can be manually populated?

Yes its based on Task, if you dont want to use task and just use agile you can refer this business rule which will help you build your logic...
