Portfolio and Program Management Time Tracking

We are implementing time tracking in ServiceNow. Plans are to track time to demands and project tasks.  However the question has come up around the best approach to track time spent at the Portfolio Management or Program Management levels.  How have others implemented this?

Did you ever find a solution to track time against a Portfolio or Program?  We have the same need.
