Problems adding a new program

Can someone point me to the instructions for adding a new "program"?  We can’t seem to figure out how to add a new Program.   We can add portfolios, projects, and demands but not Programs.  I searched high and low but came up empty.  Although I'm wondering if this might be an access issue, I'd still like to validate the steps for adding a new program, if possible?  Thanks!

Are you able to navigate to Project > Programs > Create New in the ServiceNow navigation bar?

If not then you need the required role, which is it_program_manager.
