Resource management (SPM) - How ServiceNow distributes the hours requested

I'm learning the SPM module and I cannot understand how the system distributes the requested hours between the weeks (eg. I request 400 hours for the next 4 month and the system not plan it 100 - 100 hours a month (rather they plan 63 for the first month, 137 for the second, 142 for the third and 58 for the last). The resources are available in the first month as well (400+ hour available just for the first month only). Can somebody explain the logic behind it?
