Hi all,
- How Resource Manager is informed that specific resource assignments are created?
E.g. notification?
- Based on this the resource card is created to manage the requested pool of resources, right?
- How the appropriate Resource Managers are informed?
E.g. Which are the ootb criteria to inform the right Resource Managers and not all of them regarding the resource assignments to be approved/unapproved?

If you get a PDI and install the plugins, you can check on all OOB functionality.
That being said: OOB there are no notifications, so you would need to create them yourself. A resource manager has his workspace where he can see everything. It is completely related to how your organization operates. If the resource manager doesn't work in ServiceNow, you will need notifications, otherwise just make sure he lands on the workspace.
And the workspace can be used by multiple resource managers, of course. How to inform the 'right one', is all up to how you are organizing resource management.
If you go to NowLearning and check on the SPM fundamentals/SPM implementation courses, you will see that a lot of the things you are asking on the community are handled and most of it is all configuration. You need to know your process/your client's process and configure the system accordingly. An 'OOB' SPM implementation doesn't exist. You still need to set certain values/properties/etc. The list of questions that need to be asked while implementing, is huge.
