system default labor rate

I need to change the system level default labor rate but cannot find where it is located. Please help me identify where this default is stored.

Look for this property "com.snc.time_card.default_rate".

its usually found  Cost>>Administration>>Properties

Did you check the default value for that field?

Cost - Administration -> Properties.  You will see the default rate there
