Timesheets not auto approving, remaining in "Processed" state

Timesheets remain as "Processed" after user submits.  We have only 1 default timesheet policy which is assigned to everyone where Non-project time approver = Auto and Project time approver = Auto.

*Have looked at other posts regarding the settings for the timesheet policy and ours is set the same.

So processed is a state that comes after approved. I believe it means that the timecard/timesheet's hours were posted to the related task/resource plan/expense line.

For example:

If the time card entry is for an Incident, once approved, it will change to processed

But if it's related to a project time category, not task related, it will stay in the approved state
