Unable to install Strategic Planning Application

I am unable to install Strategic planning in Prod as my current version is Utah. Is it mandatory to upgrade to Vancouver to install this app ?

Try version 2.1.0 . I just checked. It is compatible with Vancouver,Utah & Tokyo patch 8
