Automating Hardware Provisioning for New Users

Hello,
I received a question to see if we can automate hardware provisioning based off of Job Title, which we currently have as a reference field in the User profile.
Essentially the goal is that when a user record is created in ServiceNow, a workflow is triggered to send a notification via email to that manager for them to confirm that the approved equipment listed from the Job Title table is what is needed, when the manager confirms a request is created for the depot team to provide the necessary equipment but they need a way to add or remove items.
Also if there is an easier way to accomplish this, please let me know!
