There is a specific request item, that we do not want to clone to lower environments. Can I use Preserve Data in the target instance to accomplish this?

I went to HI Support with this question. The answer is 'no' this will not work and provided KB0717012 to help me understand why, it is quite helpful.

Yes, no need for HI, go with the Preserve data and/or with the Exclude Tables .

You should focus specifically on data like servers (it might be a different server in PROD and TEST for example, so do not let it overwrite) and/or user roles (you do not want to give the same access from PROD to DEV or vice versa).
