I created a flow for my new catalog item which requires 2 level of group approval.
I used Approval set instead of Approval to the Approval Field.
During testing, it only requires once approver.
But when I activate it and add to my catalog item, the approval flow changed.
It requires all approver to approve.

I usually use the Approval Field as Approval and not Approval set when Ask for Approval action is used
Also you can configure the approval rule

That is my first configuration. Approval Field as Approval
But the 1st approval group is rolling back to requested when moving to the 2nd approval group.
