New To ServiceNow / Why are our problem tickets not allowing an assignee to be selected?

Hello All
Our org is new to service now and have just gone live. 
We are running into an issue with the problem tickets. 
When creating a new problem ticket all fields are available to edit.
However, when attempting to populate the assigned to field, it displays the following

Is there an issue with the flow, or how would this be resolved from an admin perspective?

Hi @rzertuche ,

Does users who are the member of that group has "itil" role?

There's a reference qual condition at "Assigned to" field and only users who has itil role can be assigned.
