Problem Ticket can be created from Incident even if mandatory fields are not filled out

Hello!
When clicking the "Create Problem Ticket" UI Action from Incident Record, Problem ticket is automatically created even if some mandatory fields in the Problem Ticket are not filled out (e.g Mandatory Assignment Group)
This leaves the Problem Ticket Floating which shouldn't be the case as problems may end up to a blackhole, unless we have some monitoring around floating Problem tickets without assignment groups. This also looks to be the default behaviour for all other UI actions in incident such as creating Change Request.
Appreciate any recommendations from anyone who managed to get this fixed. Thanks very much.

Prb get created but did you you to save as well, bcz my understanding say when we click on UI action, it is just create record and when you click on save/ submit then mandatory filed error will appear.

Any recommendations to revert the creation of that record if mandatory fields are not filled out? Tried the business rule but can't seem to make it work.
Currently, once the UI action for create problem is clicked, there's no way to revert the problem created and anyone can just leave the Problem as it is by closing the browser tab without actually filling out the mandatory fields.
