CIS–ITSM: Great if you want to deepen your knowledge of core IT Service Management processes like Incident, Problem, Change, and Request. It helps strengthen your foundation for real-world implementations.
CIS–CSM: Recommended if you’re interested in managing and optimizing Service Catalog, workflows, and the overall request fulfillment process.
CAD (Application Developer): A strong choice if you want to grow as a developer, since it focuses on building custom apps, scripting, and extending the ServiceNow platform.
If your aim is process expertise, go for CIS–ITSM or CIS–CSM.
If your aim is technical depth and development, CAD will be the right fit.

I would recommend you to go through Scripting Fundamentals and Application Development Fundamentals courses and go for Certified Application Developer Certification as this would help in any of the ServiceNow modules you would be working in future.
After this, it is really subjective and depends on your background and which domain you have expertise. For example, if you are good at Computing & Networking, CIS - Discovery and CIS - Service Mapping would be a good fit. If you have background of managing licenses and assets, CIS - SAM and CIS - HAM could be the next logical step. Check all the ServiceNow certifications available and see which one interests you the most or if you have any project requirements or upcoming new modules that you would be working, plan for it.
