Unable to change background color on banner

I have a developer instance,  I am trying to change banner color.

 

From UI16 menu I select the color I want with a picker. In the browser the new color is displayed. After I click save I get a warning message on the screen to refresh the browser for the change to take effect. After refreshing the browser banner color reverts to previous color. 

 

This is the message after saving the new configuration, but changes never take effect.

Hi,

Please Navigate to System properties by typing "sys_properties.list" from Application Navigator Search and change the value of the below Property to the desired Value you want:

 

then open this - css.$navpage-header-bgfind_real_file.png

Once the Value for the above Property has been updated, Please Refresh the Browser to apply the changes.
