service bridge/exchange. i get user Error: Inbound User doesn't match when trying to validate

I was facing a user not authenticated on the consumer. so i followed the kb here.

 

but now on the consumer i'm trying to validate, but i keep getting error Inbound User doesn't match. i'm not sure what is going on. on the consumer the outbound and inbound state on the Process Sync Remote System record is set to disabled.

actually now the issue seems to be that. even when i follow the steps from the KB. i still get the user not authenticated when i click the validate button on the RPS screen.
