CSA vouchers are free i guess upto October 30 but don't know what happened with your case.Might be it is because you have not claim the voucher before 30 October.

You can raise case from Nowlearning portal as below:-

Hello @Abhishek Raman ,

There are many users facing the similar issue. Creating a case with ServiceNow from your now learning is the way to go. No one in community can give you an exact answer as these issues with voucher can happen due to various reason and even if someone knows the reason the only people who can fix it for you is the ServiceNow now learning team. 

So please create the case and wait for their official response.
