I started working on Customer Service Management certification exam.

Is the ServiceNow Administration Fundamentals/CSA a required prerequisite for the certification?

No, CSA is not required prior to taking the CSM exam.

It's generally recommended that people do the CSA before any of the implementation courses, such as CSM, because the CSA provides you with some base knowledge of ServiceNow that is helpful to understand as an implementor. But that's just a recommendation, not a requirement.
