Go to the list view of Incidents.
Select the desired State.
Right-click on the column header and select "Show Visual Task Board (VTB)" as shown in the screenshot.

With my testing result, I think the step 5 in the second subtask should be modified.
"5.Filter out the On Hold incidents."

Should be

"5.Filter out the In Progress incidents.
