Discuss/Follow Functionality on Incident/Change Forms

I noticed a Discuss and Follow button on the Incident and Change Request banner of the form after upgrading to Vancouver. Questions:  Is this a new feature of Vancouver? What is the functionality of these buttons? Could someone point me to the documentation for these features?

@Kalyani Jangam1 :Follow button at sc_task and RITM does not reflect any notification post any comment or worknotes added to followed sc_task or RITM. Is there any solution?
