Not able to add multiple incident to problem record

non-admin users are not able to add or remove multiple incidents in a problem record. Incidents are added to the problem record using "edit" UI action on the related tabs of problem record. non-admin users i have tested have itil, problem_manager role. They can only add 1 incident at a time.
Can someone please help with this?

same behavior for me, seems to be an access issue.
