if this happens, it's good to erase your browser's cache and retry, eventually use different browser or incognito mode.
There might be some short time when this is unavailable but I have visited the Developer site every day this week without any problems.

can you please share the URL that gives you this error? The environment seems to be Studio or some other app...
And also, what happens when you navigate to: https://developer.servicenow.com/dev.do
and click Start building in the top-right corner?
