Questions regarding "Upgrade Plan"

Hi.
In my project, I would like to introduce an "Upgrade Plan" for next year's version upgrade work.
I would like to check how to use it before introducing it to a project instance, so I am trying it with PDI, but there are some problems and questions.
①When building with PDI, an error similar to the screenshot is displayed.
Could you please tell me the content and cause of this error?
Also, although the Upgrade Plan record itself was created, no Upgrade Plan Item was created.

②I understand that the updates recorded in the Upgrade Plan Item are skip records and installed plug-ins and do not include Update Sets, but am I correct in my understanding?

③I think the repository contents of the Builder instance will be downloaded to the Customer instance, but will it be downloaded when the Customer instance is upgraded?
