Unable to add Event Management to dev instance

I tried to add the Event Management plugin to my newly-created dev instance [dev187046] but after a long delay, the result was this email:

 

You recently requested the "Event Management" plugin to be activated on your personal development instance: dev187046. Unfortunately the plugin was not activated. Please report this issue in the Instance Help section of the ServiceNow Developer Community.

 

The Instance Help link just redirects to the top of the community page. Thus I'm posting here, lacking any better option.

 

  1. So, two questions:
    Where is the instance help section?
  2. Why would the Event Management plugin fail to activate.
