Upgrade Plan generating "SNC apps must be registered before upload to AppRepo" error

This is our first time using the Upgrade Plan and encountering issues when building it out.
All skipped records have been reviewed and addressed accordingly.
When attempting to build the upgrade plan the aforementioned error is shown (see screenshot).
The upgrade plan items is also empty - assuming because of the two errors.
What is the solution to fixing this?

Hi @Gilberto - yes the issue was that we were attempting to do it in the test instance that SNOW had provided. Doing the same process in our actual development instance resolved this problem.
