Why do ServiceNow developers forget to give the option to hide post upgrade banners, are they high?

Seriously, it's a constant fight after each major upgrade to hide features that ones organization isn't ready to use. From banners to application menu items.

How about thinking to list what will pop up and how to disable/hide it?
