Can we provide DPM access to all ITIL users users without assigning the admin or manager role?

Hi everyone,
I’ve reviewed the ServiceNow documentation on Digital Portfolio Management (DPM) roles, which mentions two main roles:
- sn_dpm.dpm_admin – for setup, configuration, and full DPM administration.
- sn_dpm.dpm_manager – for standard users like Service Owners, Solution Owners, and IT Managers to manage or view portfolios.
The documentation also warns that assigning the sn_dpm.dpm_manager role broadly (e.g., to all ITIL users) could cause licensing issues since it’s a licensed fulfiller role.
My question is —
Is there any way to grant general DPM module access (even view-only) to all ITIL users without giving them sn_dpm.dpm_manager or sn_dpm.dpm_admin roles?
If not, what’s the recommended approach for providing view-only access to a larger audience without impacting licensing?

The short answer is no, but also remember, DPM is not for all ITIL users but for owners.
