Editing knowledge articles while they are in review status

Hello all - ran into a curious problem. Originally we were told (we are on Vancouver) that we could not edit a knowledge article when it's gone into the review process. We have two levels of reviews. First the subject matter experts then the standardization/quality assurance checks on the article.
We had stated that we have to be able to edit the article when it comes to the second workflow level as it's final editing touches and should not go back into workflow if we change it.
So we had no problems initially - it was editable if it was in draft (by any author) and could be edited while it was in Review status (as long as it hadn't been approved yet), and then when it was in the second level workflow approval, we could edit it at that point as well, before clicking publish.
We recently changed some roles (I've been told they have nothing to know with knowledge article access) however now we cannot edit in between the review stages or in the final workflow stage like we were doing.
Has anyone run into this before?
