I have tried:
Creating a new role. But there does not seem to be a way to add permissions to a role. This is all I see when I edit it:
There does not seem to be a way to add Custom Tables here. For the other tabs there is a `New` button to add items. But not for Custom Tables.
So then I thought, maybe I can do this from the ACL page? Here's what I see:
There's no "Create New ACL" button here either.
It does not appear to be possible to create a user with specific ACL permissions in ServiceNow. Does anyone know how to do this?

Hello @lexicalunit
Role is created fine now associate it with some group then you can assign user to group so they will get that role in there profile.
Now next is you have to create ACL, for this you been an admin you need to elevate yourself to Security Admin by clicking on your profile picture at top right corner and then head to Elevate Role and select security admin checkbox in popup and click update. Once done you are good to create a table read level ACL by putting down role you newly created and it will grant read access to user having that role.
