How to disable "Assign" pop up window on Incidents

Hi all,
I would like to ask how to disable "Assign" pop up window on Incident form?
Please refer to the screenshot and thanks for your help in advance.

I am looking for a SN answer on this too. I can go to the UI Action that was put in place for "Save" and disabled it but I want to see some documentation on this. Why it was put in place? Why isn't there a skill that corresponds to it so we can turn it off like the rest of Now Assist for ITSM? How SN expects this to be used? Right now it is a major inconvenience because the users just see it as a "confirmation popup" and its extra unnecessary clicks to assign or reassign a incident.

SN responded and basically said that we understand the confusion and people may not use it that way and can simply disable the UI Actions for save on the incident. Seems like they originally intended for that popup to be there so the new agent doesn't have to read through the incident and can get a quick summary.
