How to hide the declarative ui action based on url , such as sow it is vsible and cmdb (not visible)

here action config is blank , which is common for both sow and CMDB. that's why I am looking for url based  condition .  "Access record in classic UI "is my Custom Ui action

then I doubt this is feasible as this is a UI action made in native and shown in Configurable workspace

it should be visible only in workspace , there is no use in native
