how to restrict npctasks getting added

hi can anyone please help me with scenario for 

 i need to restrict the ability to add Non-Production Change Tasks (NPCTSKs - Stage Deployment requests) to Chagne Requests that have been fully approved (By change control) to those that have the Change Manager Role only.
