If you are following a flow, then there are two ways - you can add a "Wait for timer" which will keep on sending it every 3 days. 

 

But the best way I would tell is create an event and keep firing that event - (use this specific action in flow) every 3 days and create a normal notification which is triggered by event. This will ensure, your email is definitely sent every 3 days and no performance burden on platform.
