where you want to show the message ?

1) If you are in widget and need a dynamic pop-up event message, you can pass a string directly to the client controller using :

spUtil.addInfoMessage('Your Message');

2) If want to add an event message or broadcast alert in the Service Portal then you can use Announcement to display a banner :

What exactly are you trying to achieve? Could you explain the requirement in a little more detail?

If you can share where you want the message to appear?

for example, after clicking a button, submitting a form, or triggering an event/Business Rule, it would be easier to suggest the right Service Portal configuration.
