where you want to show the message ?

1) If you are in widget and need a dynamic pop-up event message, you can pass a string directly to the client controller using :

spUtil.addInfoMessage('Your Message');

2) If want to add an event message or broadcast alert in the Service Portal then you can use Announcement to display a banner :

When you have to show message ? after certain action performed or onload event or just banner announcement ?

For widget level :

You can use : spUtil.addInfoMessage('This is an info message!');

For global announcement :
